The Orbit® HIE Shared Services are an integral part of the Orbit® EMR Portal implementation. Shared Services are functions available to facilitate the portal to operate and retrieve patient's information across all the facilities optimally. Different components of the Shares Services are explained in the subsequent sections below.
Key Components
eMPI
The Patient Matching solution has a Master Patient Index for each patient. Each patient is assigned a unique key referred to as myHealthRecordKey. Different Medical Record Numbers of the patient at different facilities are linked to this myHealthRecordKey. For access to a patient's records from all the facilities within the SBHCS Enterprise, myHealthRecordKey plays the key role in identifying the different Medical Record Numbers of the patient, thereby providing easy access to the patient's record at each facility.
Key Search Criterions Include
- Exact Data Match
Most basic level of searching where there is exact data match performed for the data entered in the search fields. The Patient Matching Index has deterministic indexing to accomplish this. The supported search is on the following data elements.
- Patient Last Name, First Name, Date of Birth and Gender (all fields mandatory).
- Facility name of SBHCS Enterprise and Patient Medical Record Number.
- Rules Based
Care givers will be able to conduct search for a patient by entering partial characters in some of the key identifier fields like last name, first name, etc. The result will contain all the patient records that match the criteria and the percentage.
- Closeness of Address
This search criterion will be made available in the future. Care givers will be able to conduct search based on patient's address. The records with same address or with a very little variance in the address will be displayed for the care giver to identify the correct patient record.
Record Locator Service (RLS)
The Record Locator Service (RLS) is designed based on internal pointers that allows exchange of information between various sources related to patients. The RLS maintains an audit log of users accessing the patient's information.
The RLS comprised of a history of all records in the data store for each patient by the source/facility that added the record. It has the capability to address:
- Consent requirements
- Required by privacy restrictions
- Authorized user identification and credentialing
- Authentication methods
- Role-based access and other security considerations, including but not limited to access controls, auditing and monitoring access and transmission security.
Consent Manager
This module will manage all the consent-related policies and ensure the user can only view information they have consent to view.
Key Benefits Include
- The Patient Consent via PHR will overrule all other consent in the system; as that is what the patient provided on-line.
- NJ Medicaid policy allows patient records to be viewed by all participating physicians and facilities.
- Physicians providing care will have access to the data they got consent for when the patient visited the facility. Physicians will likewise have access to the data results of tests they have ordered.
- Manage and maintained index for patient opt-in and opt-out with time range by facility/physician.
Provider Directory
The Provider Directory will maintain a central database that will contain all the provider details and all their industry identifiers and legacy identifiers at the facility and payers.
Consumer Value
Each feature of the OrbitŪ Shared Services provides a distinct, secure method of accessing key patient data in a simplistic, private manner. By being assigned a distinctively formatted medical record key, the chances of physicians and other key providers inadvertently accessing another patient's medical information through error is highly reduced, to nonexistent. Likewise by utilizing restricted, rule-based search criterions patients and caregivers may quickly access key information by typing in a string of information that is straightforward and accesses patient information in a direct, unique manner. Features such as the Record Locator Service and the Consent Manager allow patients, caregivers and providers the ability to both track exactly who is viewing what information, and likewise controls who is allowed to view what information, thereby increasing patient privacy and overall security.
