What is the HT-3?
The HT-3 is a testing tool that is capable of
testing transactions for data content (generic
HIPAA as well as trading partner specific implementation
guides), data format, business rules and telecommunications.
The HT-3 verifies that a company can actually
send or receive HIPAA X12n compliant transactions
as per the implementation guides from May 2000

In addition to Transaction
Sets testing, the HT-3 can also evaluate your
company's compliance efforts based on the different
levels of testing as laid out by SNIP. Thus, HT-3
can be used for the following levels of compliance
testing:
- Integrity Testing: At
this level, the HT-3 ascertains the EDI syntax
integrity with respect to valid segments, loops,
elements and codes.
- Requirement Testing: In
this case, the HT-3 checks the system for HIPAA
Specification Requirements. This involves checking
for repeating counts, code usage, situational
data elements, etc.
- Balancing: HT-3 monitors
segment counts, transaction counts, financial
balancing and summarizes data elements at this
stage.
- Situation Testing: When
inter-segment dependencies are involved the
HT-3 informs the system of whether a particular
situation requires a particular code or not.
- Code Set Testing: HT-3
validates external codes such as: CPT4,ICD-9-CM,
HCPCS, claims status codes, provider taxonomy
codes, etc.
- Line of Business Testing:
HT-3 has the ability to undertake specialized
testing, examples are ambulance, chiropractic,
podiatry, home healthcare etc.
